I must chime in here: I've kept quiet on the whose-on-top issue for too long. (Josie, there is a world of difference between whipped cream and cream cheese.) Sure, cream cheese is more delightful when it is a bit airy, but you're still meant to spread it to ensure an equal amount of enjoyment in every bite. Then, when you add the jam, the two kind of mix anyways. Ergo, cream first, jam second, but neither is the alone the top but instead marry into a delicious singular topping.

Re scones: I vote for jam then cream on top! Jam is designed to be spread, cream is designed to be dolloped. Why go to the trouble whipping the cream so it's nice and airy if your just going to spread it and squash it under jam. It's nice and light, ergo, it should go on top!
